Yeah, the DUI cyclist is going to cause the same damage/injuries to third
parties that a motor vehicle DUI would.

And the dead (2nd) bicyclist falls in the path of an oncoming train that
derails (due to the combination of sudden braking and impact with a small
meteorite) and knocks over a high tension power line which causes a
state-wide blackout during election time. The blackout results in a
scrambling of the election results and a libertarian candidate gets elected
governor who then legalizes the ownership of fully automatic weapons which
are bought up by a multitude of disgruntled postal employees and teenage
wanabee goths who then go on a rampage and cause the complete destruction of
society.
$250 hell!!! hang the sumabitch!
